The Matanuska Susitna Borough has contracted with engineering firm HDR for many years on various projects.
I will update this post later, but for now, here are records I obtained via a Public Records Request of all of the payments the MSB has made to HDR over the years.

Here is the final page with the grand totals. Note that HDR is currently working on the landfill/septage/leachate project.
The MSB is about to award another big contract to a different contractor for this same project at this week’s Assembly meeting.
I don’t have time right now, but if anyone wants to try to explain/figure out why the MSB needs both of these companies to work on Landfill/Leachate design/project management stuff, please let us know.
